社区简约治理结构中的分层动员机制——基于C市X社区治理实践的个案研究

摘 要： 通过对C市X社区治理实践的质性研究，基于简约治理的理论视角，对X社区动员的组织基础、机制与运作逻辑进行分析，发现社区动员实践体现为一种嵌入简约治理结构中的分层动员机制，其运作逻辑既包含制度化较强的准行政动员，也包含以柔性协商为主的非正式动员。这一结论为进一步理解社区动员与社区日常运作结构的关系提供启发。

Hierarchical mobilization mechanism in minimal governance structure: A case study based on the governance practice of X community in C city

Abstract: Based on the qualitative study of the governance practice of X community in C city and the theoretical perspective of minimal governance, this study analyzes the organizational basis, mechanism and operation logic of X community mobilization. The study finds that the practice of community mobilization is embodied in a hierarchical mobilization mechanism embedded in a minimal governance structure, and that its operating logic includes highly institutionalized quasi-administrative mobilization and informal mobilization based on soft consultation. This study provides insights for further understanding the relationship between community mobilization and the daily functioning structure of communities.
